In-Kind is a pain, but it's also a fact of life that is not going away. Non-federal share was an idea that communities should have a stake in the activities that surround a federal grant. In-kind was a way to have community members contribute in a non-cash way. Tracking and monitoring is expensive and time-consuming, but it doesn't have to be.
